Winning a school uniform supply contract — whether with a private institution or through a government tender — can be one of the most transformative business events for a school uniform retailer or dealer. A single government scheme tender for a state district can involve thousands of units; a private school supply agreement can provide reliable repeat business for years. Yet many capable retailers and dealers never pursue institutional contracts because the tender process feels opaque or intimidating. This guide demystifies the process and explains what you need to prepare, submit, and win.
Types of School Uniform Procurement in India
School uniform procurement in India happens through several distinct channels, each with its own process:
- Government scheme procurement: State governments run uniform distribution schemes (e.g., UP Free Uniform Scheme, various state RTE uniforms). These go through formal GeM (Government e-Marketplace) or district tender processes.
- Private school direct procurement: The school's management committee approves a supplier directly, usually through a quotation and sample comparison process. No formal tender; relationship-driven.
- School chain/group procurement: Multi-school groups (CBSE chains, franchises) centralise uniform procurement. One approval covers multiple schools.
- PTA/Parent Committee-driven: In some schools, the PTA organises a group purchase from an approved vendor. The PTA committee evaluates options and recommends one supplier to parents.
The Government Tender Process (GeM and District Tenders)
For government scheme uniforms, the most common procurement route is now the GeM (Government e-Marketplace) portal, where government departments issue tenders and approved vendors can bid. Here is the process:
- Register on GeM: Go to gem.gov.in and register as a seller. You will need GST registration, PAN, and bank account details. Manufacturer registration is possible through VHF; dealer/reseller registration requires proof of business.

Private schools rarely run formal tenders. The process is more relationship-based and involves the following stages:
- Introductory visit: Approach the school administration directly — ideally in November or December, before they finalise next year's arrangements.
- Sample kit submission: Provide physical samples in the school's colour, all required sizes, and a specification sheet. Include a simple pricing sheet.
- Trial order: Offer a trial of 20–50 units at the quoted price, with a no-obligation review after one term. This removes the school's risk from switching suppliers.
- School circular/letter of approval: Once approved, ask the school to circulate your name and contact to parents in the school diary or WhatsApp groups. This effectively makes you the endorsed supplier.
Documentation You Should Always Have Ready
- GST registration certificate
- Product specification sheet (fabric composition, GSM, colour codes, size range)
